Condition check of a rental unit, room by room, at move-in and move-out. The same checks run at turnover. Photos mark the finishes and fixtures where a deposit claim may turn on their condition.

Where local landlord-tenant rules set the timing, the signatures, the copies or the photos, they govern instead. The HUD form and standards apply to HUD-assisted housing; elsewhere they are a benchmark.
